Team Leader/PFM expert for SPSP project in Kyrgyzstan

ICON INSTITUT PUblic Sector GmbH is shortlisted for the EU funded project "TA to the sector policy support programme — social sector — Kyrgyzstan 20102 and is now looking for a PFM expert / TL with the following profile:

Qualifications and Skills:
A bachelors degree3 (where a university degree has been awarded on completion of three years study in a university or equivalent institution) but preferably a Master in Economics, Finance or other relevant discipline or 15 years of relevant professional experience.

General professional experience:
Minimum 8 but preferably 12 years of relevant professional experience;

Specific professional experience:
•   Minimum 5 but preferably 7 years of experience in Public Finance Management reform, in particular in public expenditure and budget formulation in at least one, but preferably three former Soviet Union and/or former
      Socialist Eastern European countries;
•   Specific experience with EU budgetary support programmes (identification, formulation, implementation and/or review of budget support programmes) gained in at least one but preferably three programmes of similar
      complexity;
•   Experience in leading teams in the public or private sector and/or in donor funded programmes in at least one but preferably three projects of similar complexity;
•   Specific experience in social sector policy and expenditure management reform will constitute a distinct advantage;
•   Proficiency in English;
•   Working knowledge of Russian would be a strong asset.[/li][/list]

The Team Leader/PFM expert will have the overall responsibility to coordinate the project, to support the Government in meeting the PFM conditionalities for budget support, to support the Government in coordinating the administrative requirements for the disbursement procedures, to manage the experts, to liaise with all the stakeholders, to closely coordinate with the TA of other budget support operations and with the MDTF, to provide technical expertise through ad hoc assistance, training and seminars as needed.

The overall objective of the project is to support Government structural reforms in areas related to social protection and public finance management (PFM). The technical assistance team will be in charge to support the Government in the implementation of the envisaged reforms through institutional and capacity building.
More specifically, the project aims at building the capacities of the Ministry of Social Protection, the Ministry of Finance and the National Statistical Committee to identify, develop, implement, monitor and evaluate poverty reduction, social protection and public finance policies. The technical assistance will be mainly focused on strengthening:
•   the social assistance cash transfer system,
•   the management of decentralised social services for vulnerable people and children in difficult situations,
•   the reliability of the statistical data,
•   the activities of the Budget Department and the Internal Audit Department of the Ministry of Social Protection,
•   the linkage between the medium-term budget framework (MTBF) process and annual budget.
The technical assistance team will also be tasked with the monitoring of the implementation of the EU budget support programme in the Kyrgyz Republic
