Field of activityThe Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a state owned organisation. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ International Services is shortlisted for an up-coming EC-funded project: PH-Makati City: DCI — technical assistance to the EU project 'Support to the localgovernment units for more effective and accountable public finance management.

The overall objective of the project of which this contract will be a part is to contribute to the achievement of the Millenium Development Goals (MDGs) and poverty reduction in the Philippines, in line with the 2011-2016 Philippine Development Plan, through improved public finance management resulting in improved delivery of basic services by local governments.
The purpose of this contract is to support the Government at national and regional level to enhance capacity of local governments to generate revenue and to allocate and spend public funds more effectively and efficiently.

Your tasksThe team leader will have the dual tasks of assisting the beneficiary in the implementation of the programme, and coordinating the technical assistance inputs. Both tasks will entail the development of extensive working relationships with all Departments relevant to the project.

The Key experts will assist to achieve the following results :
- Enhanced capacity of national oversight bodies
- Strengthened local capacity in fiscal and expenditure management
- Strengthened accountability and transparency

Your profileQualifications and skills
- A Masters degree in development economics, public finance management, social sciences or equivalent;
- An excellent verbal and written command of English is essential;
- Proven organisational, communication, mobilisation and change management skills; and
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.

General professional experience - A minimum of 10 years of relevant professional experience, with 4 years of international experience in at least 4 developing countries;

Specific professional experience - Experience in Public finance management of at least 8 years,
- Experience in implementing EU-funded projects through partially decentralised management and knowledge of EU procedures would be an asset;
- Preferably experience in a decentralised context
- Preferably experience in other major technical areas covered by the project.

Assignment periodThe intended commencement date is August 2012 and the period of implementation of the contract will be 45 months from this date.
Information on place of assignment
The project team and the experts will be based in Manila.
