PFM Monitoring Support - Georgia
Long-term positions in Georgia -Support to Monitoring of the Public Finance Management Reforms Support Programme

Duration: 24 months
Start: Estimated start in March-April 2012
Donor: the European Commission

Project description: The overall objective of this contract is to support reform of the public finance management system in Georgia.
The purpose of the contract is to facilitate the implementation by the GoG of the PFM reform programme, which the EC is assisting.
Under the supervision of the EU Delegation in Tbilisi and in co-ordination with the GoG and other donors, the team of consultants will:

    * Provide "on-demand" technical assistance in the following areas:
    * External audit
    * Public procurement
    * Other "on-demand" capacity building and development activities in the PFM area requested by the Ministry of Finance, Line Ministries, Chamber of Control and the State Procurement Agency.
    * Upon request of the beneficiary Identify needs for capacity building of the GoG civil servants involved in the implementation the PFM reforms;
    * Increase the awareness of the EU support to PFM reforms through organizing visibility events of already conducted capacity building activities;
    * Report the GoG and the European Commission on the successful and timely implementation of the reforms.


Personnel:

Key expert 1: Public Finance Management Expert - Team leader (100 working days)

The Team Leader will be a senior expert and will have the overall responsibility for the co-ordination
and smooth implementation of the project and the efficient use of project human and financial resources.
This includes the timely submission of reports and the responsibility for all contractual and logistic arrangements
related to the project.

The Team Leader will lead the daily operations of the project and will also provide substantial technical input
in the planning and execution of project activities. This will require part - time work in Georgia, throughout the project.
The Team Leader will manage the team of experts, supervise and co-ordinate all aspects of the projects work,
ensure good and regular communication with the Project Partner and the Contracting Authority and will organise all
administrative and logistic support for the project.


Qualification and skills:

    * University level of education in Economics, Public Finance or equivalent
    * Excellent English language skills, both spoken and written
    * Knowledge of Georgian language is an asset
    * PC literacy
    * Excellent writing and communication skills


General professional experience:

    * Extensive experience (15 years or more) in the field of public finance management and institutional capacity building expertise.
    * Capacity to manage large assistance projects with proven management skills. Broad experience in supervision, organisational
and contractual issues in technical assistance projects.
    * At least 7 years of experience in project management of technical assistance projects in NIS and/or CEE/accession countries,
and New Member States or ENP Countries.


Specific professional experience:

    * Excellent knowledge of the all aspect of State and Local Government Budget preparation and execution cycles,
including  commitments, payments, accounting, consolidating and reporting system as well as internationally accepted
standards for control and audit system
    * Knowledge of the EU development cooperation policy and practices is an advantage
    * Sound knowledge of public auditing standards as defined by reference institutions (ref. INTOSAI, and IFAC/IAASB)
    * Proven understanding of overall state policy making process and mechanisms
    * Experience with capacity-building in government/public bodies

 
Key expert 2:  Public Finance Management expert (180 working days)

Supporting the Team Leader in its functions, the Public Finance Expert shall assume a certain number
of functions delegated to him and allowing supporting successful achievement of the planned project results. 
This will require part-time work in Georgia, throughout the project.

Qualification and skills:

    * University level of education in Public Administration, Economics, Public Finance or equivalent
    * Excellent English language skills, both spoken and written; fluency in Georgian
    * PC literacy
    * Excellent writing and communication skills
    * Project management skills


General professional experience:

    * Extensive experience (10 years or more) in the field of economic/finance in public administration
    * Experience in conducting national and/or international projects with management tasks and guidance of human resources.
    * Experience in dealing with senior governmental officials in the field of political and economic analysis,
    * Experience in institutional capacity building.


Specific professional experience:

    * At least 7 years of proven experience in public finance in Georgia, preferably in the public sector.
    * Proven experience and understanding of all aspect of  State and Local Government Budget preparation and
execution cycles, including commitments, payments, accounting, consolidating and reporting system as well as internationally accepted standards for control and audit system.
    * Experience in teamwork and leading functions, specifically with an international background.
    * Understanding of and experience in EC project cycle management.
    * Training and coaching experience.
