World Economic Forum: effectiveness of public sector spending

'How would you rate the composition of public spending in your country?'
[1 = extremely wasteful; 7 = highly efficient in providing necessary goods and services] | 2009–10 weighted average

This is one of the many questions included in  the Executive Opinion Survey by the World Economic Forum, as part of the 'The Global Competitiveness Report 2010-2011'
On page 373 you can see the country ranking with some jaw-dropping, albeit potentially controversial, results.
Two examples:
Tunisia ranks 5th; United States 68th  :o
