Objective of the project: The overall objective of this mission is to analyse the fulfilment of the eligibility criteria of macro-economic stability and credibility and feasibility of India's Public Financial Management systems and reform process for sector budget support to Government of India. This assessment is part of the formulation process that will inform the finalisation of a Sector budget support to Elementary and Secondary Education by the EU Delegation.
Specific mission objectives:
The specific objectives of the mission are for the expert to provide all relevant information and recommendations required to support the delegation in the formulation process of the new programme. In particular the mission will deliver draft Action Fiches, Technical and Administrative Provisions (TAPs) and eligibility documents for the internal approval processes of the EC (QSG) in January 2011. The major objective is to assess whether the country is making progress and is committed to increasing the coherence between the sector policy and the budget, building sound budgeting and placing the budget in a multi-year perspective, taking into account its current situation and technical capacity
The specific objectives of the mission are for the expert to provide the following:
Assess if the eligibility criteria for sector budget support at national level meet the set criteria focusing on:
1) macroeconomic stability,
2) PFM reform,
Analysis of the Sector Budgets for education (Elementary and Secondary) and its medium-term perspectives. The assessment will particularly examine the pattern of public resource allocations and expenditures for the sector, taking account of all sources of funding, and examining the underlying processes of resource allocation and use, as well as the formal budgets.
Assess the efficiency of the intergovernmental transfer system on the basis of the envisaged states visit (2/3 states to be identified with the EU Delegation). Recommend to strengthen the link between central policy objectives and the resources allocation at the State level through the two schemes.
A thorough assessment of the risks involved in continuing providing sector budget support to the Elementary and Secondary Education (SSA and RMSA).
The assessment will be presented in three separate documents for the QSG.
Qualifications required: Senior PFM Specialist
The expert should have the following educational background and experience:
Professional qualification: Relevant postgraduate degree specialised in financial management / audit, or equivalent university degree;
At least 10 years of general professional experience, particularly in public finance management assessment, development and implementation of PEFA and/or PFM reforms, sector budget analysis and MTEF appraisal;
Experience in similar assessments in South Asian or Asian countries will be an asset;
Demonstrated cross-cultural sensitivity, and ability to negotiate consensus on assessment and approach;
Excellent written and spoken English.
Excellent interpersonal and communication skills;
Experiences with Sector Budget Support, preferably experience with the EU Sector Policy Support Programme (appraisal of EU eligibility criteria, analysis of sector budgets, analysis of risks related to sector budget support) would be asset
