DESCRIPTION OF THE ASSIGNMENT
Global objective
The general objective of this assignment is to contribute to poverty reduction and long term
sustainable economic growth perspectives through improvements in effectiveness and efficiency of
social sector’s performance in Tajikistan.
Specific objectives
There are two specific objectives of the assignment.
First specific objective is to review implementation of two programmes: Support to the Social Safety
Nets — Global Food Facility Programme and HDSP and provide recommendation for disbursement of
first fixed instalment under HDSP.
Second specific objective is to support the identification of an EU Sector Policy Support Programme
in Social Protection and Health areas.
REQUESTED SERVICES
- Review of the Support to the Social Safety Nets — Global Food Facility Programme and
IIDSP
The consultant will review the implementation of both programmes: Support to the Social
Safety Nets — Global Food Facility Programme and 2010 HDSP and will assess conformity with
conditions attached to fixed tranches.
The consultant will assess the implementation of the Action Plan for Social Pension Increase
developed within Support to the Social Safety Nets — Global Food Facility Programme.
Based on the assessment , the consultant will provide a recommendation on
disbursement of first fixed tranche within HDSP.
- Support to the identification of a Sector Policy Support Programme (SPSP) in Tajikistan -
Human Development Support Programme phase II
Review all relevant documentation provided by the EU Delegation in Tajikistan;
Collect and assess information on ongoing and planned programmes and projects to avoid any
overlapping or duplication of donors’ or Tajik Government interventions;
Develop draft logframe matrix and draft Identification Fiche for an SPSP according to the
format used by DG DEVCO and based on the Project Cycle Management (PCM) logical framework
approach’s principles. The Identification Fiche will include in depth analysis of the following matters:
- Proposed programme’s coherence with the EC’s Country Strategy Paper and Multi-annual
Indicative Programme and with the Tajik Government’s development policy;
- Complementarities with other EU programmes as well as with other donors’ interventions in the
considered sectors;
- Social Protection and Health policy and strategy;
- Social Protection and Health budget analysis;
- Social Protection and Health coordination and management;
- Macro-economic context and stakeholders’ analysis;
- Institutional setting and capacity assessment in Social Protection and Health sectors;
- Performance monitoring system in Social Protection and Health sectors.
Describe the possible intervention options for the EU response. Provide a preliminary
description of the objectives, purpose and expected results of the programme and its expected
contribution to the successful implementation of the Social Protection and Health policies.
Develop an overview of the cost of the reform so as to put the EC contribution in perspective.
Present possible methods of implementation modality under SPSP (with the objective to define
the most appropriate one).
EXPERTISE REQUIRED (amongst others)
1 Economist/PEM Senior Expert: 49 working days
Qualifications and skills:
• At least Masters Degree Academic level in Economics, PFM, Public Administration, or more than
15 years of equivalent professional experience;
• Ability to draft clear and concise reports;
• A good knowledge of the European Commission guidelines and procedures, including manuals for
Budget Support and Sector Policy Support Programme (SPSP);
• Fluency in English;
• Russian and/or Tajik language is an asset;
General professional experience:
• At least 10 years of professional experience in PFM/Economics field;
Specific professional experience:
• At least 5 years of professional experience in development co-operation matters;
• Proven leadership and people management skills, as demonstrated through the participation of
minimum 1 year as Team Leader in the implementation of at least two projects;
• At least one long term assignment (over one year) in implementing PFM reform project in
transition countries, preferably in one of the Former Soviet Union countries;
• Strong analytical skills coupled with a proven capacity of handling programme review and
programme identification/formulation, including the participation in a minimum of two
programme review missions and two programme identification missions;
• Previous experience in EU-funded review missions and identification missions would be an
advantage.
LOCATION AND DURATION
Starling period: The project is expected to start on 12 September 2011.
Foreseen finishing period or duration: The project is expected to end not later than within 120
calendar days following the start of the assignment (including the submission of and agreement upon
the final review and identification reports).
The main project activities will take place in Dushanbe, Tajikistan with possible trips to sub-national budget organizations.
