For FWC lot 11 the Danish Technological Institute (DTI) is looking for four senior experts for a "Review of the Implementation of the PFM SPSP" in Georgia.
Starting date is set for April 24. The input of the experts is 31/20/20/20 working days each; in 2 missions in April and June - project to be finished in July 2011.

Key expert 1: Public Finance Management Expert - Team Leader (Cat. Senior)
Will be responsible for the co-ordination, delivery of results and the efficient use of project human and financial resources for the EC project. This includes the timely submission of reports and the responsibility for all administrative and logistic arrangements related to the contract. The Key expert 1 will also provide substantial technical inputs while carrying out the PFM Assessment. He/she will report to the EU Delegation for the technical input.
Qualification and skills
University level of education Economics or Public Finance.
Fluency in written and spoken English
Knowledge of Georgian and Russian language an asset
PC literacy
Excellent writing and communication skills
General professional experience
At least 10 years experience in Public Finance Management System.
At least three years experience in technical assistance projects in CIS or economy in transition.
Specific professional experience
Excellent knowledge and practical experience acquired in a public administration of all aspects of public finance management systems.
He/she should have experience of working in a public finance environment and also of carrying out assessments of public finance systems in countries with economies in transitions.
He/she should have good practical experience with the MTEF process at national and sector level; as well as in treasury services and budget execution and control.
Key expert 2: Public Sector Accounting and Audit Expert (Cat. Senior)
The expert will be responsible to assess the control environment (control culture), the effectiveness of internal audit and internal control, the functioning of the accounting and reporting and the quality of external audit. He/She will contribute to reporting on the deliverables.
Qualification and skills
University level education, or professional qualification, in Accounting or Internal Auditing;
Excellent English language skills, both spoken and written
Knowledge of Georgian and Russian language an asset
PC literacy
Excellent writing and communication skills
General professional experience
Minimum 10 years professional experience as auditor in a public administration and/or as consultant
Specific professional experience
Sound knowledge of public financial management systems and controls
5 year experience of performance/compliance audit in public administrations, either working within an internal audit function or for an external audit body
Proven working experience in the internal and external audit area in a public institution
Sound knowledge of auditing standards as defined by audit institutions (ref. INTOSAI, and IFAC/IAASB)
Experience in ENP countries with advisory/TA role.
Experience in conducting PFM assessments would be an asset.
Key expert 3: Public Procurement Expert (Cat. Senior)
Qualification and skills
University level education, or professional qualification, law, economics or public administration
Excellent English language skills, both spoken and written
Knowledge of Georgian and Russian language an asset
PC literacy
Excellent writing and communication skills
General professional experience
Minimum 10 years professional experience in Public Finance Management.
Specific professional experience
A minimum of 7 years of relevant professional experience working with public procurement system;
Sound understanding of public sector organisational management;
Demonstrable experience of providing technical assistance in transition economies (CIS in particular).
Preference will be given to candidates who have already gained experience with the OECD/World Bank methodology used to assess public procurement system.
Key expert 4: Revenues/Risk Management Expert (Cat. Senior)
Qualification and skills
University level education, or professional qualification, law, economics or public administration
Excellent English language skills, both spoken and written
Knowledge of Georgian and Russian language an asset

General professional experience
Minimum 10 years professional experience in a public administration and/or as consultant in the field of customs control system and tax payers audit system based on risk analysis.
Specific professional experience
Demonstrable experience in the field of revenues (tax and custom) administration organisational management;
Proven understanding of customs control system and tax payers audit system based on risk analysis;
Preference will be given to candidates who have recent experience with risk management system in tax or custom administration of an EU-Member State.
