Useful paper on definitions of efficiency and effectiveness

The attached paper by the Australian Productivity Commission is a good discussion of efficiency and effectiveness.

Useful indeed to see a paper that provides some thought out definitions of terms that are bandied about loosely.  I came across the UK's Independent Commission for Aid Impact talking about "value for money and effectiveness" - surprised me as I had thought effectiveness was a component of VFM.
