Project title:   TA for PEFA Assessment on Armenia 2013

Position           Senior PFM expert - Team Leader
Objectives   
•   The overall objective of the contract is to provide Technical Assistance to assess the PFM systems of Armenia in 2013 by applying the PEFA methodology.
•   The specific objective of the contract is to facilitate the role of the Ministry of Finance of the Government of the Republic of Armenia to carry out a self-assessment of the PFM systems using the PEFA methodology, specifically by ensuring the consistent use of the "PEFA Check approach".
Experts profile   
•   Minimum Master Degree level in public finance, accounting, economics and/or expenditure management or related field is required; or 10 years of equivalent work experience;
•   At least 10 years of experience in public finance management on analysis and/or audit of PFM in developing countries;
•   Previous experience in conducting a PEFA assessment at central level;
•   Proven experience of leading and coordinating team work in the field of PFM diagnostics, preferably the PEFA assessment;
•   Proven experience in supporting a national government to carry out a PFM diagnostic in a self-assessment mode, preferably the PEFA assessment;
•   Prior experience in a CIS country is a distinct asset;
•   Excellent skills in English, especially writing;
•   Knowledge of Russian and/or Armenian will be an asset.

Position   Revenue expert (senior)
Objectives
•   The overall objective of the contract is to provide Technical Assistance to assess the PFM systems of Armenia in 2013 by applying the PEFA methodology.
•   The specific objective of the contract is to facilitate the role of the Ministry of Finance of the Government of the Republic of Armenia to carry out a self-assessment of the PFM systems using the PEFA methodology, specifically by ensuring the consistent use of the "PEFA Check approach".

•   Minimum Master Degree level in public finance, accounting, economics and/or expenditure management or related field is required or 10 years of equivalent working experience;
•   At least 10 years of experience in public finance management on analysis and/or audit of PFM in developing countries;
•   Previous experience in assessing revenue (both Government and Donors) of a PFM diagnostics, preferably a PEFA assessment. (indicators PI 13, 14, 15 and D1, D2, D3);
•   Prior experience in a CIS country is a distinct asset;
•   Excellent skills in English, especially writing;
•   Knowledge of Russian and/or Armenian will be an asset.

Position   Junior PFM Expert
Objectives   
•   The overall objective of the contract is to provide Technical Assistance to assess the PFM systems of Armenia in 2013 by applying the PEFA methodology.
•   The specific objective of the contract is to facilitate the role of the Ministry of Finance of the Government of the Republic of Armenia to carry out a self-assessment of the PFM systems using the PEFA methodology, specifically by ensuring the consistent use of the "PEFA Check approach".
Experts profile   
•   Minimum Master Degree level in public finance, accounting, economics and/or expenditure management or related field is required or 3 years of equivalent working experience;
•   At least 3 years of experience in public finance management on analysis and/or audit of PFM in developing countries;
•   Previous experience in conducting a PEFA assessments at central level is an asset;
•   Proven experience of leading and coordinating team work in the field of PFM diagnostics, preferably the PEFA assessment indicators;
•   Proven experience in supporting a national government to carry out a PFM diagnostic in a self-assessment mode, preferably the PEFA assessment;
•   Familiarity with public financial management issues, including procurement and external audit in Armenia is a requirement;
•   Excellent skills in English, especially writing;
•   Fluency in Armenian is an essential requirement.
