One senior expert is required, who will have a good understanding of both subject matter and instructional design. The expert should be able to demonstrate competence in the following:
Preferably a Master’s Degree in Public Finance and/or Financial Management and/or Commerce or an equivalent qualification, coupled with at least 10 years’ experience in the public sector financial management context.
In the absence of a Master’s degree, a Bachelor’s degree in Public Finance and/or Financial Management and/or commerce, coupled with at least 12 years’ experience in the public sector financial management context. A qualification as a Chartered Accountant (CA) or Chartered Management Accountant (CMA) is seen as equivalent to a Masters Degree.
The service provider must have working experience in financial management and/or revenue management in public sector.
Extensive working experience in learning material design and development for the public sector, evidenced by at least 10 courses or programmes designed. An indication should be provided of the duration of each learning programme, and the particular contribution or role of the applicant.
In depth knowledge of the Education, Training and Development Practitioners’ (ETDP) environment, National Qualifications Frameworks and outcomes-based course development as in the South African context or of a country with a similar educational landscape (at least 8 years in the ETD environment)
Working experience in the facilitation, mentoring or coaching of adults in public financial management will be an added advantage.
DURATION AND LOCATION
The assignment will start indicatively on 22 April 2013 to 9 July 2013. The expert will be expected to work a total of 55 working days (81 calendar days, including travel days) during this period. The assignment will be mainly executed in Pretoria, South Africa at the National Treasury office (240 Madiba Street).
