In order to ensure a consistent and appropriate application of the Framework and interpretation of the findings at the sub-national level, the PEFA Program has produced practical Supplementary Guidelines for the tool’s application at sub-national level.

These Guidelines should be used in conjunction with the PEFA Framework (“blue book”) and replace the exposure draft produced in 2008.

If anyone is interested, I've developed a presentation (attached) for the main change in the guidelines - the SN Profile.  Maybe it will get further developed and get into the official PEFA training materials.  Comments welcome.

No examples as the requirement only came out in January.  I've prepared the way for one to be developed in Armenia for Yerevan City Council.  Should be available in the coming months.

This is interesting and useful. Thinking ahead to reviews and possible reforms in the future (almost inevitable!) - can this be structured so that the logic of the assignment of functions and the sources of financing, requirements for approvals, reporting (including performance, and to whom) and results in terms of policy and administrative and sectorial objectives, would be readily available?
