Suggestion: there is a section on the Board dedicated to sector-specific PFM (http://pfmboard.com/index.php?board=18.0 ). Feel free to (re-)post there education-specific analysis which you you make in your blog. Experience and lessons learned in one country may be well releveant for another one.
