Dears, I have an interest to learn about how govt public services and utilities get priced. Any theories or empirical reaserch on the subject of public goods badelinning or pricing that you can share will be helpful.

You need a good manual of Cost-Benefit Analysis, including Cost-Effectiveness techniques.
