Did any other insomniacs note how Romney (I think!) expressed cuts and expansion of expenditure in terms of program(me)s?

Well spotted - though would Obamacare and Medicare qualify as well defined programmes?

Let's not get too picky anout two (albeit important) American politicians trying to talk about fiscal deficits and using the concept of programmes and sub-programmes to bring them under control!  Imagine Charlie, Albert and Bertie talking in such terms..................................
