GDSI is to make a replacement of PFM expert in an awarded EU FWC project in South Africa. The project is to start on February 6, 2012 for the duration of 6 weeks. We welcome applications from senior PFM experts with the following profile:
PFM Expert (Senior Expert) with education equivalent to a Masters Degree in Economics, Financial Management, Certified Auditor, Public Administration or an equivalent qualification, and 10 years general experience relevant to the assignment. In the absence of a Master’s degree, 10 years' working experience in specifically the fields of accounting, auditing and budget is required above 5 years' general working experience. A qualification as a Chartered Accountant (CA) or Chartered Institute of Management Accountants (CIMA) will be accepted as equivalent to a Masters Degree.
• The expert should have extensive knowledge and practical experience of classical projects as well as sector budgeting and MTEF processes, and public finance management analysis and assessments;
• The expert conducting PFM assessments and analysis with particular reference to policy, coordination, institutional setting and capacity, and performance monitoring. In-depth understanding of the public financial management sector in the region is essential for this expert;
• The expert should have extensive knowledge and practical experience of project cycle management processes.
• Previous experience in project formulation and design for PFM projects is a requirement.
