5 years of Public Financial Management diagnostics in Latin America through the PEFA methodology
Experiences and way forward
1. BACKGROUND
The European Commission has been at the forefront of the development of the PEFA diagnostic tool for Public Financial Management Assessments. This tool was launched in 2005 and up to date 46 assessments have taken place in Latin America.
In order to assess performance and exchange views with countries which have utilised this methodology the Commission is organising a Conference in the second half of 2011 in order to bring together, assessors, the PEFA secretariat, major partner agencies such as the World Bank and the Interamerican Development Bank and the relevant EC services. The main objective of this conference is to take stock of the situation, assess progress and identify areas for further joint analytical work may be needed and prepare the way for future assessments
The conference shall be attended by high level representatives of all the institutions mentioned above as well as Finance Ministers or high level officials from partner countries. Consultants involved in assessment in the region will also be present in the event.
2. DESCRIPTION OF THE ASSIGNMENT|
Global objective
Support of the organisation of one event in Brussels with duration of 1.5 days and an indicative participation of 100 people.
Specific objective(s)
Organisation of the logistics of the Forum on the second half of the year, consisting in a series of conferences where the implementation of the PEFA methodology in Latin America is the main subject.
3. SUPPORT STAFF
The moderator should have a thorough knowledge of the subject (at least 15 years of specific experience in Public Financial Management and experience in the implementation of the PEFA methodology).
Good public speaking and moderating skills will be essential.
Fluent English speaker and knowledge of the region will be an asset.
Have a demonstrated to moderate debates and excellent public speaking skills;
15 years experience in issues related to Public Financial Management in development cooperation and knowledge of the PEFA methodology, preferably from undertaking assignments
Excellent spoken and written English and Spanish.
The working languages of the event are English and Spanish
4. ADDITIONAL INFORMATION
The event itself will last 1 and a half day. But the period of consultancy needed, would be longer (preparation beforehand, days at the conference, reporting after the event) and should be taken into account for the calculation of the offer. Air ticket plus accommodation will also be added in the fees.
