FWC lot 11 - Lebanon: Support to MoF for preparing twinning fiche for PFM reform

Dear Expert,

The Danish Technological Institute (DTI), www.dti.dk, has received the call for "SUPPORT TO THE MINISTRY OF FINANCE OF LEBANON TO PREPARE TWINNING PROJECTS FICHES FOR PUBLIC FINANCE MANAGEMENT REFORM" in Lebanon.

The assignment is for 1 senior expert for 17 days in Lebanon and on the home-base. The intervention is to start January 16 and is to be completed within maximum two months.

The profile of the expert is as follows:

Senior Public Finance Management Reform Expert

Qualifications and skills
•   Master's degree in economics, public finance or related field;
•   Fluent English, oral and written;
General professional experience
•   At least 10 years working experience in public finance management reform and in the area of macroeconomic analysis;

Specific professional experience
   At least 5 years of experience in the area of public finance management;
   international work experience of at least 3 years in countries in transition or in European Neighbourhood region;
   experience with analysis of medium term expenditure frameworks;
   proven knowledge of the EC budget support mechanisms or similar donors';
   proven experience in the area of budget and public spending analysis in social sectors will be a plus;
   at least 5 years of direct experience in Twinning including budgeting aspects, procedures and preparation;
   fluent French will be an asset.

The working language for this project is English.
