Let me start by saying that my favourite blog is that of Paul Krugman for the wit and sometime grit he presents his arguments (not specific on PFM though)

Just "discovered" a blog in which Andy Wynne  discusses developments in public audit and financial management. Apologies if it was referred to elsewhere on the Board. Very extensive post on African SAI's in August which is well worth a read.
