First of all, as this is the first Topic I post here, let me present myself. I'm Joćo Martins, and I work at CESO CI International as Project Manager for the EC Framework Contracts. CESO CI – Internacional S.A. is a Portuguese private company directed towards the offer of technical assistance services in the main fields of economic, social and organisational development, having successfully implemented over 350 technical assistance projects, in more than 100 different countries.

I deal mostly with Lot 11 (Macroeconomy, Statistics and Public Finance Management), and I believe that "The PFM board", might very interesting, personally to me, but profissionaly too.

So below, let me present you a Project which we are recruiting experts to:

The objective of the mission is to identify an EU Support Programme for PFM reform that has an impact on the fundamental and underlying issues on LGU PFM such as budget preparation, execution, transparency and accountability, which are essential underpinnings to the EU's budget support based support to health sector reform.

Experts profile

The Identification Mission will be composed of two (2) senior experts.

The expert team must have experience on project/programme formulation and be familiar with sectoral approaches. They should also be familiar with the EC Project Cycle Management and Logical Framework and the Philippine context. Fluency in English is essential.

Team Leader / Public Financial Management Specialist :

The Team Leader will be a senior PFM expert, with at least 15 years experience in planning and managing/supervising PFM . The Team Leader will have previous  experience in preparing projects/programmes for the EC. The Team Leader will have individual responsibility to cover the institutional aspects of the programme including the analysis of the organisation, functioning and capacity of local government agencies, recommendations on capacity building needs, analysis of the policy environment and of the F1, as well as the review of donor support to the sector.

Governance Specialist:

The expert must have a relevant university degree and a minimum of 10 years experience in the field of governance, public administration or PFM project/programme  financing. The expert must moreover be familiar with administration in a decentralized context. Working under the direction of the Team Leader, the expert will assist the Team Leader in reviewing the overall intervention approach, impact, and feasibility. She/he will analyse devolution aspects and identify priority areas of EC support to both central and local levels. Experience of working in the SE- Asia. Previous experience in Philippines and good networks to ensure immediate operational ability would be an asset.

Location: Philippines, Manila, Regional Office and Provincial LGU (to be determined in Manila)
Duration: 15 days field work in the Philippines (plus 5 days reporting and 4 international travel days)
