Extending IT

I've been noticing in various countries the incredible uptake on mobile devices amongst the population and civil service staff.  I had thought most were the "Nokia economical" mobiles but am seeing more of the smartphones being used, especially among the younger groups.

This presents a challenge and an opportunity for ITMIS practitioners.  We can either jump on board and provide new models to not only incorporate this technology, but also leverage it in ways to further the country's PFM goals.  The challenges would still remain but for an IT perspective, security would be a key issue.

Does anyone have any anecdotal notes on this trend that they would like to share?

Most of the people working in Ministries of Finance I visit in developing and transition countries have very slick smartphones. I suppose providing smartphones to regional treasury offices would not be that expensive.

What is not clear to me is the IT 'leverage' halle is talking about. 

Halle, can you please explain what you have in mind?
