For FWC 11, DTI is looking for 2 snr, 1 jnr experts for the ''Support to the Public Financial Management Reform Programme in Jordan". Starting date May 29. Deadline for CVs is April 19. Contact maj@dti.dk

The input of each of the three experts is 39 man-days.

The profiles of the ideal experts are:

Fluent English S/R/W - Arabic for expert III is an advantage

University degree, in economics, finance, computer science or other relevant subject, at master equivalent or above;

General professional experience
Senior experts: at least 10 years experience in the sector(s) related.
Junior expert: at least 5 years experience in the sector(s) related.

Specific professional experience
Senior experts: at least 8 years of recent professional experience directly related to public finance and macro economic management areas.
Junior expert: at least 3 years of recent professional experience directly related to public finance and macro economic management areas.

At least one expert should have experience direct budget support programmes, particularly EC-funded programmes including experience in monitoring such programmes.

Specific areas of expertise and experience required

One of the two senior experts will be proposed as team leader, with the additional overall responsibility for co-ordinating the mission activities with the stakeholders, quality control and finalising all the outputs.

The experts should have specific experience in the following main fields:

1.   Familiarity with debt management and debt management strategies;
2.   International experience in modernisation of budget preparation, execution and monitoring processes, General Budget preparation process and content, including Policy and Budget Priorities Paper (BPPP) and Budget and Policy Briefs, knowledge of implementation and development of medium-term macro-economic and fiscal frameworks is expected;
3.   Modernisation of public external audit; Supreme Audit Institutions, Internal Controls, Internal Audit;
4.   Modernisation of tax administrations; audit tracking system and risk-based audit selection, recording of tax arrears, collection and management of arrears and relevant automated systems, international experience in development and implementation of comprehensive tax reform programmes, and measures to improve institutional  performance in tax departments;
5.   Cash management, treasury single account, unity of the budget management system.

A strong preference will be accorded for experts with a strong background and experience in the fields specified in points 2, 3 and 4 detailed above.

Preference will also be accorded for a team with at least one expert with previous experience /familiarity with Jordanian public finance systems.
