PFM Program in Zambia

Dear all,

Sogerom is a consultancy firm based in Luxembourg and specialized in internationally funded development projects. We have been awarded with the project  "PFM Support in Zambia: Mid-Term Evaluation of the 10th EDF Programme and formulation of intervention under the 11th EDF" but given that one of our experts will not be able to take part of it, we are currently looking of a replacement.

This project will start in the beginning in June and its overall duration will be 6 months from the starting date (including working days - 35WD but also the time for commenting on the reports and the gap). Moreover, this project will composed by two assignments:

- Assignment 1: Mid-Term Evaluation of the 10th EDF Support to PFM Accountability and Statistics. From June 2016 until end of July 2016 (10 days of Field Phase between the 13th and the 24th of June)
- Assignment 2: Formulation of the 11th EDF Support in the area of PFM. From mid September 2016 until mid November 2016 (14 days of Field Phase in September)[/li][/list]

For this project, the following experience is required:

- At least Master's degree in Economics, Public Finance, Business, Public Administration, Law or Equivalent.
- At least 12 years of experience in public finance management, macro economy or statistics.
- Experience in the design of donor-fund PFM reform programme.
- Experience in at least two evaluations of a donor-funded programme in the area of PFM or economic governance.
- Experience in implementation of capacity development and institutional strengthening programmes, ideally in Sub-Saharan African context.
- Experience with EU-funded programmes and EDF procedures will be considered as a distinct advantage[/li][/list]
