Position          Public Finance Management Specialist (Senior)

Objectives
•   The overall objective of the Poverty Reduction Budget Support Programme, Phase II (PRBSII) under which this assignment will be performed is to contribute to the implementation of Lesotho's national development agenda as embodied in the Vision 2020, which states that by the year 2020 “Lesotho shall be a stable democracy, a united and prosperous nation at peace with itself and its neighbors. It shall have a healthy and well developed human resource base, a strong economy, a well managed environment and an established technological base”.
•   The specific objective of this assignment is to provide support and capacity building to the Planning Unit in the Ministry of Finance during the final project preparation and early implementation phase of the PFM Reform Action Plan.

Experts profile   
•   A relevant post-graduate university qualification in economics, governance or related field or equivalent professional experience (equivalent to post-graduate qualification is an additional 5 years – thus a total of 15 years – experience working in PFM related issues);
•   At least 10 years experience in public finance management reforms, of which at least the last 5 years in developing countries;
•   Excellent communication and writing skills in English;
•   Proficient knowledge of standard computer software (MS word, Excel and project management software) as well as computer literacy in respect of specialised software   applicable to the required outputs of this assignment;
•   Experience in skills transfer and institutional and capacity development;
•   Very strong theoretical and practical knowledge of public finance management and related reforms and public finance sector management information systems;
•   Very strong theoretical and practical knowledge of PEFA methodology;
•   At least 5 years experience in the SADC region in a field relevant to this assignment.  Specific experience in Lesotho will be an advantage;
•   Experience in design and implementation of M&E systems will be an advantage.
