Short term support to PFM for the Federal Government of Somalia

We have received a request from DFID Somalia to source an experienced Public Finance Management (PFM) specialist to support the Government of Somaliland in developing a PFM strategy. Please note the attached TOR are still draft as DFID are waiting for final comments from the authorities; these comments are expected to be around the need for the consultant to do more on communications and “socialisation” of PFM reforms with government stakeholders and possibly some training.

Consultant’s tasks and profile:

The PFM specialist will primarily assist facilitate the formulation of a Somaliland-specific and a country-led PFM reform programme and ascertain issues to be resolved and specific actions needed for the Executive to submit the PFM Bills to the Somaliland Parliament. The PFM specialist will support and work alongside a locally based consultant funded by the World Bank in the development of a Somaliland PFM reform strategy.

The consultant must be an experienced PFM practitioner with explicit knowledge and experience of PFM reforms in fragile environments including a proven track record of producing high-quality PFM diagnostic reports. Preferably with previous experience of Somaliland. Preferably with a higher degree in Economics or equivalent subject with specialization in public finance. Must possess not less than 10 years’ experience in public sector consulting with knowledge of various PFM diagnostic toolkits and familiarity of Development Partner project design, implementation, monitoring and evaluation procedures.

Location and timing:

The work is expected to begin in January 2013. The role of ‘international consultant’ is expected to contribute 30 man-days  over the two month period during which when the PFM Strategy will be developed. Although the ToR indicate that the 30 days will include preparation time and three to four missions in Somaliland, DFID have informed us that the Government are suggesting that they would prefer one long 2-month mission in Somaliland instead of several short ones. This change will be introduced to the ToR once the final comments from the government have been received. That might also require a small increase in the number of days.
