A guide to public financial management literature

ODI prepared this guide which I find systematic and comprehensive.

This is a must read for young professionals starting in the PFM profession, but also seasoned experts among us would find some links listed there interesting.

I also had a look through the ODI guide and found references to much of the material I find most useful, including the two old faithfuls by Schiavo-Campo & Tommasi and Allen & Tommasi:

Managing Government Expenditure, Salvatore Schiavo-Campo and Daniel Tommasi, Asian Development Bank, 1999
Managing Public Expenditure, Richard Allen and Daniel Tommasi, OECD, 2001

It's worth noting that Tommasi has recently completed a guide in French for AFD (attached).

References to two articles by Tommasi and Allen on designing and sequencing PFM reforms are also useful. Both warn of the dangers of adopting formulaic approaches.
