Seek for experts: EU Sector Policy Support Programme - Kyrgyz Rep.

GOPA Consultants is currently seeking for experts for the project "Technical Assistance to the Sector Policy Support Programme - Social Sector- Kyrgyzstan 2010".

Key expert 1: Team Leader/ Public Finance Management Expert (minimum of 120
working days)

Qualification and skills
•         A bachelor’s degree (where a university degree has been awarded on completion of three
years study in a university or equivalent institution) but preferably a Master in Economics,
Finance or other relevant discipline or 15 years of relevant professional experience.
 
General professional experience
•         Minimum 8 but preferably 12 years of relevant professional experience;
 
Specific professional experience
•         Minimum 5 but preferably 7 years of experience in Public Finance Management reform, in
particular in public expenditure and budget formulation in at least one, but preferably three
former Soviet Union and/or former Socialist Eastern European countries;
•         Specific experience with EU budgetary support programmes (identification, formulation,
implementation and/or review of budget support programmes) gained in at least one but
preferably three programmes of similar complexity;
•         Experience in leading teams in the public or private sector and/or in donor funded
programmes in at least one but preferably three projects of similar complexity;
•         Specific experience in social sector policy and expenditure management reform will
constitute a distinct advantage;
•         Proficiency in English;
•         Working knowledge of Russian would be a strong asset.
 
Key expert 2: Senior expert/Social protection (minimum of 100 working days)
 
Qualifications and Skills:
•         A bachelor’s degree (where a university degree has been awarded on completion of three
years study in a university or equivalent institution) but preferably a Master in social science
or other relevant discipline or 15 years of relevant professional experience.
 
General professional experience:
•         Minimum 8 but preferably 12 years of relevant professional experience;
 
Specific professional experience:
•         Minimum of 5 but preferably 7 years of experience in managerial and organisational
reform gained within Governmental institutions dealing with social protection issues;
•         Specific experience in Social Protection Reform assisting Governmental institutions in
developing and delivering social services, including establishing standards for social care
and monitoring mechanisms gained in at least one, but preferably three former Soviet Union
and/or former Socialist Eastern European countries;
•         Specific experience in establishing and evaluating social assistance schemes and cash
transfers' mechanisms, gained in at least one but preferably three projects of similar
complexity;
•         Proficiency in English;
•         Working knowledge of Russian would be a strong asset.
 
Key expert 3: Junior expert/Social protection (minimum of 300 working days)
 
Qualifications and Skills:
•         A bachelor’s degree (where a university degree has been awarded on completion of three
years study in a university or equivalent institution) but preferably a Master in social science
or other relevant discipline.
 
General professional experience:
•         Minimum 4 but preferably 7 years of relevant professional experience;
 
Specific professional experience:
•         Minimum of three years of experience in Social Protection gained within Governmental
institutions and/or Civil Society Organizations/NGOs in the Kyrgyz Republic;
•         At least one but preferably three years of experience in child protection and/or in the
development and delivery of social services for vulnerable people, including establishing
standards for social care and monitoring mechanisms;
•         Specific experience in conducting training/capacity building activities will constitute a distinct advantage;
•         Specific experience in disability issues will constitute a distinct advantage;
•         Proficiency in Russian;
•         Working knowledge of English.
