Requirements
Expert No 1, Finance and Contracts Expert (Senior)
Categoy of expert Senior (at least 10 years of experience)
Duration 82 working days
Qualifications and skills:
•A Masters/University degree in one of the following fields: financial management, public administration, auditing, internal auditing, accounting or equivalent professional experience of a minimum of 14 years.
•Good command of spoken and written English.
•Full computer literacy.
General professional experience
•At least 10 years of professional experience in the field of public finance.
•Experience with EU contracting procedures and project cycle management.
•Working experience in a EU-funded project as a key expert will be an asset.
Specific Professional Experience:
•Preferably 7 years but at least 5 years of professional experience in public accounting and management systems related to the EU programmes, in a EU member state or in a EU candidate country.
•Experience in a technical assistance project on budget preparations and control for EU projects.
•Experience in a technical assistance project on system design or auditing of financing/contracting units for EU procurement.
•Knowledge of the EU financial procedures, the Financial Regulation 1605/02 analysis and payment of invoices, specifically in the context of eligibility of expenditure.

Qualifications and skills:
•A Masters/University degree in one of the following fields: Financial engineering, economics, accounting, financial law or equivalent professional experience of a minimum of 14 years.
•Good command of spoken and written English.
•Full computer literacy
General professional experience
•At least 10 years of professional experience in the field of public accounting.
•Working experience in a EU-funded project as a key expert will be an asset.
Specific Professional Experience:
•At least 5 years of practical work in accounting sector related with EU procurement system.
•Knowledge of accounting modalities of IPA.
•Experience in a technical assistance project on accounting procedures and financial reporting in EU projects.
•Knowledge of the EU financial procedures, the Financial Regulation 1605/2002 analysis and payment of invoices, specifically in the context of eligibility of expenditure.
EC rules applicable to any EC assignment
• Working days are from Monday to Friday, if not indicated otherwise in the ToR
• Per diem covers all expenses of the expert (local transport, hotel, meals, telecom,
etc) and it is only paid if the expert stay overnight.
• International travel: the EC only reimburse economy class flight tickets
