FWC 10 - Fomulation of new Lao Trade and Eco. Support Programme

Dear Expert,

The Danish Technological Institute is looking for 2 experts for the Support Mission for the Formulation of the new Lao Trade and Economic Support Programme under MIP 2011-2013.

The tentative starting date is November 1 for a team of two experts, 1 senior (TL), 1 junior, for 28/18 days respectively - as per the below profile descriptions.

Expert 1-Minimum required qualifications and skills:
  • Master degree or equivalent in economics, international trade, business administration or other relevant social sciences disciplines such as international development and political science with specialisation in international trade and development;
  • At least 10 years of relevant professional experience;
  • Demonstrable experience of economic analysis, formulation of economic development policies in developing countries in particular in the areas related to regional economic integration and multilateral trading system;
  • Demonstrable experience in providing trade-related technical assistance to enhance capacity of public authorities in developing countries, in particular the recent WTO acceded countries and the countries in transition;
  • Demonstrable experience of policy development to improve investment climate that support private sector development, enhance competitiveness of SMEs;
  • Demonstrable experience in working with a programme-based approach on aid for trade; Demonstrable experience in designing or implementing trade-related assistance projects funded or co-funded by the EU;
  • Good knowledge of WTO and ASEAN Economic Community and status of the implementation of key ASEAN agreements on trade, services and investment;
  • Strong analytical and synthesis skills; Excellent written and spoken English;
  • Excellent presentation and communication skills (compatible with the cultural customs of the host country.

Desirable qualifications and skills
  • Experience in working with Enhanced Integrated Framework;
  • Familiarity with Lao PDR's status of economic and social development ;
  • Knowledge of trade reform, private sector and SME development context of Lao PDR;
  • Sensitivity to the cultural and political context of Laos PDR.

Expert 2 - Minimum required qualifications and skills:
  • Demonstrable experience of sustainable development activities that link trade and private sector activities to environment and gender equality;
  • Master degree in agro-economy, business administration or other relevant social sciences disciplines such as international development and political science with specialisation in international trade and development;
  • At least 3 years of relevant professional experience;
  • Demonstrable  experience  of  industrial  analysis,  sector  policy  and  value  chain development for domestic consumption and export-oriented products from LDCs;
  • Demonstrable  experience  of   supporting  LDCs  to   improve  market   access  for international trade;
  • Demonstrable   experience  of  supporting  SMEs,  business  associations/groups  to improve  their  capacity  and  business  intermediaries  to  improve  their  services  to business operators;
  • Familiarity with Lao PDR's status of economic and social development, development policy, government structure and level private sector development;
  • Strong analytical and synthesis skills; Excellent written and spoken English;
  • Excellent presentation and communication skills (compatible with the cultural customs of the host country).

Desirable qualifications and skills
  • Good  knowledge of  WTO and  ASEAN Economic  Community and  status  of  the implementation of key ASEAN agreements on trade, services and investment; Experience in working with Enhanced Integrated Framework and a programme-based approach on aid for trade;
