ENGAGEMENT OF A DEBT MANAGER in St. Kitss and Nevis with NTU

Hi everybody!

We have been shortlisted for another project in St. Kitss and Nevis. We are looking for 2 Senior Experts with the following profile:

Two Category 1 Expert – 90 working days (45 per expert)

The individuals must possess a degree in public finance or economics, or any other related discipline with post-graduate degree (s) and/or other relevant professional qualification(s) being an advantage.

The experts must be debt specialists with at least ten (10) years of international experience in debt management, with seven (7) years working in a developing country context with experience in the Caribbean region considered an advantage.

The objective of the mission is:

The Government of St Kitts and Nevis has embarked on a programme of wide-ranging fiscal and public finance management reforms.  This assignment is part of the wider reforms and is directed at strengthening debt management capacity and institutional arrangements within the Ministry of Finance to ensure the effective functioning of the Debt Management Unit (DMU) in line with the recommendations of recent assessments by the WB and IMF and an improvement in the overall management of public sector debt.

Specific Objectives
The objectives of the assignment are to:
1)   Develop a medium term debt management strategy;
2)   Provide debt sustainability analysis;
3)   Improve debt data recording, including introduction of procedures to require public corporations and the Nevis Island Administration to supply requested debt data;
4)   Develop operational risk management and a Code of Conduct for the management of debt; and
5)   Build the capacity of the DMU within the Ministry of Finance through staff training in the implementation of the debt management strategy, performing debt sustainability analysis, analysis, management and control of guarantees.


Requested Services
The consultancy services required will include the following:

1)   Assist the Ministry of Finance in the development of a medium term debt management strategy consistent with the Government’s macro-economic policies;
2)   Provide oversight in the implementation of the medium term debt management strategy;
3)   Assess proposals for market transactions;
4)   Prepare debt sustainability analysis including an  update of Government’s cash flow and borrowing plans, assessment of Government’s payment capacity from year to year and participation in the budgetary process to determine (before the budget is finalized) the impact of the proposed budget on debt sustainability;
5)   Assist the GoSKN in the preparation of prospectuses for Government’s issuance of securities;
6)   Assist with the establishment of Front and Middle Offices for the DMU;
7)   Evaluate the debt office of the Nevis Island Administration (NIA);
8)   Improve debt data recording, including introduction of procedures to require public corporations and the NIA to supply requested debt data;
9)   Establish internal controls and a procedures manual for the DMU including a system of reporting for quarterly reports on total public sector debt and debt indicators, quarterly report on all new debt by loan type and creditor and monthly reports on outstanding debt by loan type and creditor; and
10)   Build the capacity of the DMU within the Ministry of Finance through staff training in the implementation of the debt management strategy, performing debt sustainability analysis, analysis, management and control of guarantees and preparing the necessary debt reports.
