Title: Program Budgeting Concept

I would be interested to get comments on the attached paper as it relates to the development of a program budgeting methodology and how this conforms to the relatively accepted principles and concept of program budgeting.  I am particularly interested to this use of policy actions as the basis for program budgeting.

Hi, Glen;

I am very busy closing a project. I may comment later but in the meantime

- my TN on creating a program structure, which I used in Albania and Kyrgyzstan (attached to this post)
