The European Commission's EuropeAid Unit on Budget Support and Public Finance Management has made available online training modules on the different aspects of PFM - See http://capacity4dev.ec.europa.eu/macro-eco_pub-fin/minisite/training-materials-1

For your easy reference I have attached .zip files containing all the training modules and background documentation.
