Title: UK PAC's Margaret Hodge calls for an empowered NAO to increase accountability

Another sensible suggestion from the Chair of the UK's Public Accounts Committee which recognises the increased risks to, and difficulty in exercising the role of,  public scrutiny arising from the massive expansion of outsourcing across the public sector. Particularly if this is done without adequately re-configured 21st century structures of accountability.
