Given the genesis of the PFMBoard from the Deadheads Community, this link with PFM became a reality in the attached Revised Estimates of Expenditure:  Dying Heads and Dead Heads.

Fantastic title for a budget document!

I would like a clarification, though: are those budget classifications that are (will be) discountinued?
The list of programs and subprograms appear relevant for the ministries. My guess is that:
- either there is a major change planned in the budget structure or
- a reorganization of the Government portfolios.

Exactly that.  The dead heads have been wholly replaced by new ones in a different organisational structure.  So in this instance, the estimates since 2011 - 2012 will be on a different administrative basis where Ministries may be amalgamated or split.
