Title: Some Portuguese White Elephants

The motorway network has expanded from 300km to 3,000 km and Portugal now has 60% more kilometers of motorway per inhabitant than Germany. Seems that a lot of that motorway space is empty and getting emptier though. Many motorways were financed through PPP deals, one of the main advantages of which is to shed risk; however, the risks from these deals seem to have fallen disproportionately on the state.
