Title: EC FWC in Kenya- Public Expenditure & Financial Accountability (PEFA) Assessment

HCL Consultants is currently looking for 2 Senior Experts( 1 TL- 42 Working Days and 1 Senior - 35 working days) in PFM assessment using the PEFA Tools and Methodology.
The project is entitled: "Public Expenditure & Financial Accountability (PEFA) Assessment", with indicative starting date the 15/02/2012.

The profile requirements are as follows:

1.   At least a Masters Degree level of qualification in Economics or Development studies relating to Public Finance or equivalent experience;
2.   At least 15 years of solid experience and expertise in public finance of which 8 different assignments involving analysis and/or audit of PFM in Sub Saharan Africa or Eastern Africa.
3.   Demonstrated experience in PFM assessment using the PEFA tools and methodology.
4.   Fluency in English and ability to review and draft documents to an international standard

Internal Deadline for receiving CVs is the 27/12/2012.
