The video session (available here http://www.youtube.com/user/napodano?feature=mhee#p/c/51C9BA2BAB0F6227/4/FXRiPIMuPIM ) presents a set of procedural steps to define line ministry ceilings during MTEF and budget preparation.

While applicable in all contexts, the example is based on a system which see the annual budget process as an iteration of the MTEF process: both processes have a three-year expenditure horizon.

There's a lot in that third slide - it would be good to see that un-picked a bit.  I know that is difficult to do and keep the audience with the flow.  One wonders if the expanding ceiling story is what is currently going to get policy makers' attention.  Are we not in a changed world where we can presented declining ceilings over time?
