Assistance to the assessment of the Eligibility Conditions to Budget Support at the time of the Disbursement of the first Fixed and Variable Tranches of the Bangladesh Primary Education Development Programme III (PEDP III)

ASSIGNMENT DETAILS:

PLACE: Bangladesh. Mainly Dhaka, with possible field visits in the country, if relevant to the assignment.

LOCATION AND DURATION: The first mission will be held tentatively in January/February 2012 and the second mission between June-September 2012.

Specific objective of the assignment:

The global objective is to support the EU Delegation in Bangladesh in assessing the eligibility conditions and the performance indicators, by generating information, producing the required documentation and recommendations that will enable the EC to make an informed decision regarding the disbursement of the first two fixed tranches and first variable tranche of the Bangladesh Sector Policy Support Programme, Primary Education Development Programme III (PEDP III).

Experts profiles:

Public Finance Management Expert (Expert 1)
o   Advanced Academic Degree in Economics;
o   Minimum of 10 years of international experience; in Asian countries, particularly in Bangladesh is preferable;
o   At least 10 years experience in the field of PFM;
o   At least 5 years of professional experience in Monitoring and Evaluation (M&E);
o   Earlier experience in the assessment of the conditionalities, and/or design, and/or monitoring of the European Commission Budget Support Programmes, preferably in Asia and in the Education Sector, is an asset;
o   Sound knowledge of the European Commission/Union development policies;
o   Excellent English language skills both verbal and written;
o   Excellent communication skills.
