Altair is looking for an expert to work for 54 w/d comprising 2 missions (29 w/d in February/April 2011 and 25 w/d in February/March 2012).

The expert should have the following profile:
Absolute requirements:
- At least 4-year university degree or equivalent diploma in Economics, Finance, Accounting or any other field closely related to the assignment;
- A professional experience of at least 8 years in these fields in addition to the professional requirements stated below would be considered as equivalent to at least 4 years university degree. University degree or equivalent Diploma of less than 4 years can be completed with relevant professional experience, 2 years additional professional experience is considered as equivalent to one year university degree.
- At least 10 years of relevant professional experience.
- Fluency in English and computer literacy

- Experience in conducting PEFA diagnostics is a strong asset
- Experience in implementing a similar assignment is a strong asset
- Strong experience in conducting fiduciary and public financial management diagnostics
- Experience in the coordination and/or implementation of PFM reforms is an asset
- Experience in working in middle-income countries is an asset
- Experience in Botswana relevant to this assignment would be an asset
- Succesfull experience in conducting broad stakeholder consultation and surveys in a limited timeframe is essential
- Strong advocacy and communication skills
