Introduction to the PEFA Methodology

This two-day professional development workshop is designed to provide participants with an in depth understanding of the PEFA assessment tool with a clear appreciation of both its strengths and weaknesses in gaining an accurate and insightful sense of the status of PFM processes and practice in a given country.

The course also provides a basis for participants to manage and engage in PEFA Assessments in a meaningful way especially with respect to planning an assessment, commenting on Terms of Reference, reviewing a draft PEFA Report, participating in the dialogue with government and or donors in an effective way in respect of undertaking PFM reforms and monitoring PFM reform progress over time.   

This course is for Government officials and Development advisors with experience of public financial management who are involved in the design or implementation of PFM reform programmes.  The course is designed to ensure that participants are best equipped to take the appropriate next steps towards effecting PFM reform once a PFM performance assessment such as a PEFA Assessment is complete.

By the end of the course participants will:

• Be equipped to understanding the PEFA Performance Management Framework -  well enough to avoid over simplistic extrapolations of indicator scorings to a measure of the status of PFM activities in a given country.

• Be able to review PEFA ToRs, PEFA Draft reports and meaningfully comment on these.

• Be able to identify the ways in which the PEFA analysis can help in identifying key elements for PFM reform and be able to question the nature and relevance for a given country of some popularly promoted PFM reforms.

• Be able to identify the type of capacity development support that will be needed to support the PFM reform effort.
