TA TO PREPARE REPORT ON THE PROGRESS MADE IN PFM IN GUYANA

My name is Andrés Esteban, I am part of a statistics and PFM specialized firm named Artemis Information Management.
Artemis is involved in EC's Beneficiaries FWC lot 11, and i we have received a new request for a short term assignment in Guyana.

Project title: Technical assistance to prepare report on the progress made in the area of public finance management in Guyana - GUYANA

Global objective:

The overall objective of the mission is to prepare a report on the progress made in the area of Public Finance Management (PFM) in Guyana from April 2010 – September 2010, using the agreed  PFM Action Plan as the basis for this assessment but any other progress made in the field of PFM reform can also be part of the analysis.

Specific objective(s)

The expert is expected to prepare a report on the progress made in the area of public finance management as it relates to the legislative framework, enacting thereof, implementation and efficiency of laws, existence of procedural manuals and instructions and other practical measures taken, vis-à-vis the PFM Action Plan. The expert will need to interview all relevant stakeholders involved in PFM-reform in Guyana (among others the Accountant General of the GoG, representatives of the Guyana Revenue Authority, the Audit Office of Guyana, the National Procurement and Tender Administration Board and the Office of the Budget of Guyana). The report deals with all issues mentioned in annex 1.6 and 1.7 of the European Budget Support Guidelines (annex 2 and 3 of these Terms of Reference) and the (recently updated) template for a PFM Progress Report. The report of the expert will feed into the EU PFM progress report which will be used in relation to disbursement of tranches of budget support programmes in the second half of 2010 and the launch of a 10th EDF Budget Support Programme in 2011/2012.

Experts' profiles:
 
The mission will comprise of one senior expert who is required to prepare his/her work  home based for two days and work in Guyana from Monday 20 September until Friday 8 October (incl.); three weeks.

The expert must have an advanced degree (Masters Degree) in one of the following disciplines: Economics, Finance or Accounting or any other relevant degree with a minimum of 10 years experience in PFM. The expert should have strong experience in conducting fiduciary and Public Financial Management diagnostics and implementing reforms. The expert must also have the ability to understand cross-cutting issues beyond financial management (such as governance, and public sector management) at sector and country levels. The expert should have experience with working on PFM-related projects in Guyana and/or similar other countries.

The expert must have excellent working knowledge of spoken and written English.

Location and duration

Starting period

The mission is scheduled to commence on the 16th of September 2010 with two reading days at home. In preparation to this mission, the expert is requested to become familiar with relevant background information about the PFM situation in Guyana. The EU Delegation will provide the expert with a list of relevant reading material. The actual field mission starts on Monday 20 September in Guyana (Sunday 19 September is foreseen to be a travel day)

The duration of the mission is approximately 3 weeks in total, which will be dedicated to the field mission in Guyana.

The mission would be carried out in Guyana. The expert is expected to be housed in the NAO-office to ensure ongoing access for discussions with relevant Government officials.
