New Development : SAI Performance Measurement Framework

IDI, INTOSAI’s Development Initiative, supports the enhancement of audit capacities for INTOSAI members. One of its on-going initiatives is the development of a new, single measurement tool for assessing and monitoring SAI performance.

In late 2011, after having carried out a mapping exercise of the 20 existing tools used to assess SAI performance it was concluded that none of the tools met all of the set criteria – therefore, it was decided a new SAI performance assessment framework should be developed  - building on some of the most relevant existing tools.

The work on development of the new SAI Performance Measurement Framework commenced in January 2012, and a draft version of the tool was published on 14th September 2012 .

Pilot testing is currently underway and the Framework is to be considered by INCOSAI at its Congress meeting in Autumn 2013. More information about the rationale, process and indicative contents are available on the IDI website  www.idi.no

Fascinating - it's like a PEFA style drill down tool but next to no reference to PEFA (except in the diagram on environment).  Certainly seems like it has been developed with more than a nod to PEFA though

A revised version of the SAI Performance Measurement Framework (SAI PMF) was approved by the INTOSAI Working Group which oversees the process in July. This version will be considered by the INTOSAI Congress in October.

Volunteer SAIs who are interested in piloting the tool are encouraged to contact IDI.

Thank you, Yngvild. A useful update on the progress of the SAI-PMF and a good opportunity for SAI's to be part of the pilot process which I would encourage those interested to do.
