New opportunity FWC PFM mission in Mauritania and Indonesia

Hello!

My name is Andrés Esteban, I am part of a statistics and PFM specialized firm named Artemis Information Management.
Artemis is involved in EC's Beneficiaries FWC lot 11, and i we have received a new request for a short term assignment in Mauritania.

Titre du projet / Project title: MISSION D’ASSISTANCE TECHNIQUE POUR L’ELABORATION D’UN SCHEMA DIRECTEUR DES REFORME DES FINANCES PUBLIQUES – Mauritanie
Date limite /Deadline: Expression d'intérêt - 14/06, soumission de CV - 16/06/10

Objectif Global
La présente mission a pour objet principal d’appuyer le Ministère des Finances dans l’élaboration d’un Schéma directeur de réformes des finances publiques. En particulier, la mission sera chargée de réviser et de consolider l’ensemble des plans d’actions existants de manière à en faire une véritable stratégie à moyen et long terme, définissant les principales orientations sur lesquelles le Gouvernement s’engage pour les cinq/dix prochaines années, en matière de réformes des finances publiques dans toutes ses dimensions.

Profil d'expert / Expert's profile:
Expert 1 – Chef de mission (senior):   45 jours de prestation, toutes les phases.
Expert sénior possédant un diplôme universitaire (Bac + 5 minimum) ou équivalent en économie et/ou finances publiques et disposant d’une solide connaissance des pays de l’Afrique Sub-saharienne. Les qualifications spécifiques requises  sont :

-   Economiste, spécialistes en finances publiques
-   Expérience professionnelle cumulée d’au moins dix (10) ans en matière de finances publiques
-   Expérience professionnelle spécifique d'au moins dans 3 missions concernant l'élaboration/évaluation d'une stratégie globale de gestion des finances publiques, de préférence, dans le domaine de la préparation d’un programme de réformes
-   Expérience dans l’analyse et l’évaluation [/s] des indicateurs de performance
-   Expérience avérée en matière de montage institutionnel et de pilotage de programme de réformes, de préférence des finances publiques
-   Expérience avec les questions de finances publiques au niveau des pays de l’Afrique francophone (notamment l’Afrique de l’Ouest)
-   La connaissance du système de gestion des finances publiques en Mauritanie constituera un atout.

 L'expert devra impérativement avoir une parfaite maîtrise de la langue française (lu, écrit et parlé).

Expert 2 – Expert en finances publiques (junior): 25 jours de prestation, Phase 2 et 3.
Expert junior, possédant un diplôme universitaire  (BAC+4) ou équivalent en économie et ou finances publiques et disposant d'une solide expérience en pays de l'Afrique. Les qualifications spécifiques requises sont:

-   Economiste, spécialistes en finances publiques ;
-   Expérience professionnelle cumulée d’au moins trois (3) ans en matière de finances publiques
-   Expérience professionnelle spécifique d'au moins dans 2 missions concernant l'élaboration/évaluation d'une stratégie globale de gestion des finances publiques, de préférence, dans le domaine de la préparation d’un programme de réformes
-   Expérience en matière de montage institutionnel et de pilotage de programmes de réforme, de préférence  des finances publiques
-   Une expérience dans le cadre des questions de finances publiques au niveau des pays de l’Afrique francophone, sera un atout

L'expert devra impérativement avoir une parfaite maîtrise de la langue française (lu, écrit et parlé) et l’outil informatique.

Début de la mission : fin Juin- début Juillet 2010.

Project title: Mid term Evaluation for the Public Finance Management Trust Fund - INDONESIA

Deadline: expression of interest - 17/06/10

Objective:

The overall objective of the assignment is to support the GoI in its PFM reform process.

This will be achieved through the following specific objectives:

1.   In line with the Financing Agreement, conduct a mid term evaluation of the PFM TF, identifying results obtained and lessons learned which could be taken into account for the TF future activities
2.   Assess the overall public finance management reform process in Indonesia, concentrating on the achievements and issues both at central and local levels
3.   Propose options for the continuation of the EU support in this area 

Experts' profiles:
 
The selected company shall provide two senior experts to undertake the mission. Both experts will have a profound knowledge of the Indonesian public finance management system. One of the experts will also act as Team Leader and will be responsible for the coordination of the activities of the team and for the interaction with the EU Delegation. The profile of the experts is described below.

Expert 1: Indonesia's public finance management expert/Team Leader

   M.Sc or equivalent in public finance management related discipline
   Fluency in English both written and oral
   Excellent communications and presentation skills
Professional experience   
   At least 10 years of professional experience in research and/or cooperation activities related to public finance management
   Knowledge of the Indonesia's public finance management system and its reform progress over the past decade
   Working experience in Indonesia

Expert 2: Indonesia's public management affairs expert

Location   Jakarta, Indonesia
Category   Senior
Qualifications
and Skills
      M.Sc. or equivalent in public finance management related discipline
   Excellent communications and presentation skills
   Fluency in English and Bahasa Indonesia both written and oral
   Excellent communications and presentation skills
Professional experience   
   At least 10 years of professional experience in research and/or cooperation activities related to public finance management
   In-depth knowledge of the Indonesia's public finance management system and its reform progress over the past decade, including sub-national level
   Substantial working experience in Indonesia

Duration of the assignment:
 
Indicative starting date: Beginning July 2010
Indicative end date: Mid October 2010
Total duration of the assignment; The duration of the project is 115 calendar days.

Location(s) of assignment

Most of the activities will take place in Indonesia, particularly Jakarta. Some visits to main Indonesian cities (Surabaya, Yogyakarta, Medan, Makassar) may also be required to conduct the research at local level.
