DAI seeks Public Finance Economist to lead PF practice

DAI is seeking an expert in public finance (e.g., revenue policy and administration, budgeting and public expenditure management, intergovernmental fiscal relations) to manage the company’s public finance portfolio, providing technical leadership within a highly dynamic organization.

Primary Responsibilities:

• Manage and provide technical assistance in Bethesda and in the field to public finance reform projects in areas including fiscal policy, tax policy and administration, customs operations, trade reform, budgeting and public expenditure management, macro-fiscal analysis and tools, modeling, and intergovernmental fiscal relations

• Actively work to position the company to be a significant competitor for business opportunities in public finance and provide leadership in identifying and winning new projects in the public finance realm

• Manage the company’s public finance portfolio, including the PFM IDIQ

• Research and write on public finance issues for funded research activities, DAI publications, and external publications, as required

• Actively participate in cross-group/office business initiatives

• Mentor junior staff within the corporation interested in public finance


Qualifications:

• PhD in economics, public administration, or public finance strongly preferred
• Minimum 15 years of experience, including at least 5 years resident overseas experience
• Demonstrated experience in leading, designing, evaluating, and consulting on public finance reform projects
• USAID Chief of Party experience strongly desired
• A publication record, especially on public finance topics, required
• Strong familiarity with international donor organizations, especially USAID
• Experience writing winning project proposals
• Able to make effective presentations to large and small groups
• Able to work in teams, as well as lead teams
• Willing to travel internationally
• Fluency in a foreign language (Spanish, French, Portuguese, Arabic or Russian) preferred
