FWC lot 11 - Ethiopia: Multi-annual review of PBS programme

Dear Expert,

The Danish Technological Institute (DTI), www.dti.dk, has received a call for a project entitled: Multi-annual review of PBS programme.

The call is for 2 senior and 1 junior expert experts, 40/34/34 working days each, due to start working on January 9, 2012 and complete the assignment within nine weeks.

The profiles are describes as follows:

Senior Expert 1– Governance expert
•   University graduate, minimum of masters Degree in Political Science, Law, Economics, International Development, Governance and Public Administration with minimum 10 years of professional experience on programme reviews, project design, decentralisation, aid effectiveness and service delivery.   
•   Proven experience in undertaking similar type of reviews, evaluations, and lessons-learned exercises for complex and preferable multi-donor programmes;
•   Knowledge of budget support modality and approaches;
•   Knowledge of WB implementation approaches will be considered an advantage;
•   Experience in Ethiopia and/or other low-income countries facing similar development challenges will be considered an advantage;
•   Familiarity with PBS would be considered an advantage;
•   Ability to communicate and present (both orally and in writing) complex socio-economic analysis in simple terms in a succinct and diplomatic way;
•   Excellent working knowledge of English.

Senior expert 2– Evaluation specialist
•   University graduate, minimum of master degree in Economics, Statistics, Monitoring and Evaluation, or related studies minimum 10 years of professional experience on monitoring and evaluation, project design, decentralisation, and service delivery. 
•   Proven experience in leading similar type of reviews, evaluations, and lessons-learned exercises for complex and preferable multi-donor programmes.
•   Experience in Ethiopia and/or other low-income countries facing similar development challenges will be considered an advantage;
•   Ability to communicate and present (both orally and in writing) complex evaluation issues in simple terms in a succinct and diplomatic way;
•   Excellent working knowledge of English.

Junior expert 3– Economist researcher
•   University graduate with minimum of Bachelors degree in Economics or social science and minimum of 5 years of professional experience in project management and research work;
•   Proven research and data management expertise;
•   Expertise in PFM structures and systems in Ethiopia;
•   Knowledge on decentralisation, national legislation and institutional set up in Ethiopia would be an asset;
•   Familiarity with PBS would be considered an advantage;
•   Expertise on monitoring and evaluation of large government-led programmes will be an advantage;
•   Ability to communicate and present (both orally and in writing) complex economic analysis in simple terms;
•   Working knowledge of English as well as Amharic.
