Adoption of the UN Sustainable Development Goals

On the occasion of the 70th summit of the United Nations (UN) in New York in end-September, the UN Member States adopted a comprehensive global development strategy entitled "Transforming our World: The 2030 Agenda for Sustainable Development" for the upcoming 15 years.

The adoption of the 2030 Agenda1) (formerly "Post-2015 Development Agenda"), which comprises the 17 Sustainable Development Goals as its centre piece, is a considerable success for INTOSAI and was advanced by the General Secretariat. It recognizes repeatedly the important role of Supreme Audit Institutions (SAIs) in the implementation of the Sustainable Development Goals (SDGs).

The SDGs, and among them in particular Goal 16 and Target 16.6 underline, for example, the importance accorded to SAIs in monitoring the implementation of the Goals via safeguarding transparency and accountability. In concrete terms, Goal 16 envisages to "build effective, accountable and inclusive institutions at all levels", while Target 16.6 specifies this provision with regard to the development of "effective, accountable and transparent institutions at all levels".

Furthermore, the outcome document of the Third International Conference on Financing for Development, the "Addis Ababa Action Agenda"2), which constitutes an integral part of the 2030 Agenda, contains the explicit commitment to strengthening SAIs as independent national oversight mechanisms and enhancing transparency, as well as the equal participation in the budgeting process.

The explicit recognition of the significant role of independent SAIs and the commitment to strengthening SAIs made by the United Nations means that this issue will be on the political agenda of the international community for the forthcoming 15 years.

Following the adoption of the 2030 Agenda, INTOSAI and its members are called upon to fulfil this assignment and to contribute to the implementation of the SDGs in the best possible way in order to breathe life into this commitment of the Addis Ababa Action Agenda.
